NEWNHAM PARISH COUNCIL

Minutes of the meeting held on 4th April 2011 at 7.30.p.m. in the Village Hall.

57.11 TO RECEIVE AND APPROVE APOLOGIES FOR ABSENCE

Apologies had been received from Cllr W Nunneley, District Councillor T Scott and County Councillor R W Brown.  These were approved.

 

58.11 DECLARATIONS OF INTEREST

Cllr H Ferguson declared an interest in Allotments.

 

59.11 TO SIGN AND APPROVE THE MINUTES OF THE MEETING HELD ON 7th MARCH 2011

On a proposal by Cllr D Cooke it was RESOLVED that the Minutes of the meeting held on 7th March be approved and signed.

 

At this point of the meeting the Chairman asked for approval to move Agenda Item 10 Neighbourhood Watch to Item 4 as Cllr N Krawczyk had to leave the meeting at 8.15.p.m.  This was unanimously approved.

 

60.11 NEIGHBOURHOOD WATCH

Cllr N Krawczyk advised that the response to letters distributed had been positive and a meeting has been arranged for 9th May with a view to moving the scheme forward.  It was RESOLVED that the Parish Council would meet the cost of hiring the Village Hall.

 

Cllr N Krawczyk also reported on Speedwatch advising that funding has been withdrawn and the scheme closed.

 

61.11 PUBLIC TIME

Parking in Bradbury Road – A member of the public queried whether a letter had been sent to residents regarding parking.  This has not been done yet.  It was agreed that Cllr D Cooke would speak to the person concerned initially.  The PCSO will also be contacted and made aware of the problems and his support for a letter obtained.

Bus Service – A member of the public asked whether there had been any developments since the last meeting and was advised that County Councillor R W Brown had intimated that the response regarding the buses is typical around the County.  Dial a Ride Schemes seems to be the preferred option.

62.11 ALLOTMENTS

The draft Lease is still awaited. 

 

63.11 CORRESPONDENCE

Police Report – There had been no incidents in Newnham during the last month.

 

64.11 PLANNING

a) DA/2011/0161 – Single Storey Extension – 1 Thornton Close – The Council supported the application as follows:

“The usual condition to supply samples of proposed materials to the planning officer should apply.  Otherwise there are no objections”.

b) DA/2011/0162 –Demolition of existing two storey rear extension and replace with single storey rear extension – Ivy Lodge, Badby Road – The Council supported the application and responded as follows:

“The proposed extension is more sympathetic in scale and appearance than the part finished building it will replace, and will, therefore, enhance the street scene.  The Council supports the application.”

c) DA/2011/0163 – Listed Building Consent re DA/2011/0163 – Response as above.

d) DA/2011/0188 – Raise roof height to provide accommodation within new roof space including front and rear extensions (revised scheme) – Brierlow, Preston Capes Road – The Council supported the application as follows:-

“The application is supported on the grounds that it is consistent with other recent applications and roof heights in the Preston Capes Road.”

e) DA/2010/0362 – Land Adjacent to Dunster – Appeal Decision – The decision was considered in some detail.  Councillors felt that in view of conditions it would be for Parish Councillors and local residents to monitor if conditions are not being met.

 

65.11 HEALTH and SAFETY

Risk Assessments – Burial Ground and Churchyard – Nothing adverse to report.  In the absence of Cllr T Wade a risk assessment of the play area was not available.

 

66.11 HIGHWAY MATTERS

Newnham Hill – The response from the Head of Transport and Highways at Northamptonshire County Council had been rather negative stating “At present there are no major works planned for Newnham Hill, and our highways service provider, MGWSP, is attending to any safety defects that they find during their routine safety inspections or reported by the public on an ad-hoc basis.”

The Clerk was asked to report various pot holes which have appeared along the road.

Overhanging Trees – The Clerk was asked to report overhanging trees near the Daventry Road/Staverton Road junction and also along Preston Capes Road.

b) Financial Statement – The bank statements and reconciliation statement were available for inspection at the meeting.

c) Monies Received – No monies had been received during the month.

d) Grant Funding from District Councillor T Scott - £100 had been obtained for the new sign at the school showing the new village logo.

e) Annual Return – The Clerk presented the Annual Return giving the figures shown in Section 1.  The questions in Section 2 were then put to Councillors for their response.

d) Expenditure Against Budget at year end – Copies were circulated for information.

 

68.11 ITEMS FOR DISCUSSION AT NEXT MEETING

No issues were raised.

 

69.11 DATE OF NEXT MEETING

This will be the Annual Meeting of the Parish Council on Monday 16th May 2011 at 7.30.p.m. in t he Village Hall.
