NEWNHAM PARISH COUNCIL Minutes of the meeting held on 7th February 2011 at 7.30.p.m. in the Village Hall. PRESENT: Councillors Mr D Messenger Mr H Ferguson Mrs N Krawczyk Mr Nunneley Mr A Wade (joined at 8.45.p.m.) Clerk Mrs M R Money One member of the public was also present. The Chairman asked permission to alter the Agenda by adding one item, relating to the local bus service, deleting one item under Correspondence, a request from Sam and Gill Pepper as this had not been received in writing, and moving Planning from Agenda Item 7 to Agenda Item 5. It was RESOLVED that this be approved.
22.11 TO RECEIVE AND APPROVE APOLOGIES FOR ABSENCE Apologies had been received from Councillors D Cooke, T Regan and County Councillor R W Brown and were approved.
23.11 DECLARATIONS OF INTEREST Cllr H Ferguson declared an interest in the item on Allotments.
24.11 TO SIGN AND APPROVE THE MINUTES OF THE MEETINGS HELD ON 10TH
AND 17TH JANUARY 2011
On a proposal by Cllr H Ferguson it was
RESOLVED that the Minutes of
the meetings of 10th and 17th January 2011 be
approved and signed.
25.11 PUBLIC TIME No issues were raised under this heading.
26.11 PLANNING a) Ivy Lodge Proposal – The applicant attended the meeting and asked for the Councillors views on the proposed plans to be submitted to Daventry District Council. Councillors agreed that the proposal was acceptable and would enhance the street scene. The applicant was advised to contact District Councillor T Scott, a member of the Planning Committee, to get his views on the proposal. The member of the public then left the meeting.
b) DA/2011/0023 – Land adjacent to Broughton House, Preston Capes Road. The Clerk had been instructed to respond as follows:- “It is felt that this development is far too big for this area; it would have been better to have been a single storey building which would then be less intrusive to the adjoining properties and the area in general.” Cllr A Wade was not in attendance when this item was discussed. c) DA/2010/1022 – 20 Bradbury Road – Application approved.
27.11 ALLOTMENTS The Clerk reported that she had been given the name of a new person dealing with the issue and would be making contact in the next few days. 446
28.11 CORRESPONDENCE a) Letter from Nathan Cockburn re condition of Perkins Way/Manor Lane – Whilst the Council was sympathetic to the views expressed, the Clerk was requested to write to Mr Cockburn pointing out that the Parish Council does not have any powers in these matters and suggesting that he contact Daventry District Council Environmental Services direct and District Councillor T Scott. b) Joint Core Strategy – Councillor H Ferguson advised that this Strategy replaces the Regional Spatial Strategy. Daventry Villages Together will be responding to the Consultation and it was agreed to support their comments. Councillor Ferguson will attend the next DVT meeting and also find out WNDC views. c) Ian Richardson – Mole catcher – Information to be filed. d) Motorway lighting switch off – The Clerk advised that lighting between J16 and Watford Gap will be switched off between midnight and 5.a.m. as part of a carbon reduction strategy. e) ACRE Parish Plans – The papers were handed to Cllr H Ferguson and the item will be discussed at the next meeting. f) Closure of section of A361 – The Clerk advised that a section of the A361 near Banbury will be closed for flood alleviation work from 21st March to 11th July. A notice will be placed in the notice board.
29.11 HOUSING NEEDS SURVEY This identified the need for 3 affordable housing properties in the village.
30.11 HEALTH and SAFETY a) Burial Ground – There was nothing adverse to report. b) Churchyard - There was nothing adverse to report. c) Play Area – There was nothing adverse to report. The RoSPA inspection will take place in June. d) Street Lighting – No action is required as a result of the new EU regulations.
31.11 DOG FOULING CONTROL ORDERS CONSULTATION The consultation papers had been circulated but the Parish Council and in line with a statement in the document , would not be using Dog Control Orders as it does not have the resources to effectively police the order,
32.11 HIGHWAY MATTERS a) Decision on type and cost of new Vehicle Activated Sign –It was RESOLVED to purchase a sign from Westcotec Co Ltd at a cost of £2625. 00 plus VAT. b) Newnham Hill – The Clerk will take appropriate action to report concerns about the condition of the road surface David Farquahar Head of Highways and Transport at Northamptonshire County Council.
33.11. NEIGHBOURHOOD WATCH Cllr N Krawczyk advised that letters about the scheme will be distributed during the Half Term Holiday.
34.11 SPEED WATCH Cllr N Krawczyk reported that the results from the last checks showed an accuracy of 54%, 14 letters were sent out. No local residents were caught.
35.11 CELEBRATION OF ROYAL WEDDING The Chairman proposed that organisation of any celebrations should be left with individuals and individual roads in the village as the Parish Council has been advised that it does not have the power to provide financial support.
36.11 TRAVEL CLUB It was agreed that this should be publicised in the Link and the Clerk was instructed to request a suitable article from DACT.
