NEWNHAM PARISH COUNCIL MEETINGS

Minutes of the meeting held on 4th July 2011 at 7.30.p.m. in the Village Hall, 

PRESENT: Councillors Mr D Messenger (Chairman)

No members of the public were present. 

In opening the meeting the Chairman thanked Cllr D Cooke for taking the chair and for looking after Parish Council business during his two month absence for health reasons. A welcome was also extended to Cllr R Harcock. 

104.11 TO RECEIVE AND APPROVE APOLOGIES FOR ABSENCE

Apologies received and approved from County Councillor Robin Brown.

105.11 DECLARATIONS OF INTEREST FOR ITEMS ON THE AGENDA

Cllrs H Ferguson and T Regan registered an interest in Allotments. 

106.11 TO SIGN AND APPROVE THE MINUTES OF THE MEETING HELD ON 6th JUNE 2011

On a proposal by Cllr H Ferguson it was RESOLVED that the Minutes be approved and signed. 

107.11 PUBLIC TIME

a) Cllr N Krawczyk reported that she had been asked by a member of the public to raise concerns about vehicles leaving the “pet training field” along Badby Road every Tuesday evening.  Councillors also expressed concerns and the Clerk was asked to write to Mr J Powell, owner of the field, to ascertain whether he was aware of the traffic hazard and the possible requirement for Planning Permission for a regular event.

b) Preston Capes Show – Cllr R Harcock expressed concerns about the size and location of the sign which was obstructing the road junction.  The Clerk was requested to write to the Clerk of Preston Capes Parish Council requesting that the concerns be relayed to the Show organiser and that the sign be removed and relocated to a safer location.  Cllrs were quite agreeable to having a smaller sign and also publicising the event in the notice board.

c) Salt Bin at Daventry/Staverton Crossroads –The Clerk was asked to find out whether one of the other 2 bins in the vicinity could be relocated.

d)Tree – Corner of Bradbury/Badby Road – Cllr T Regan advised he had been approached by the house owner who was concerned about possible damage to the property.  The Clerk was requested to seek advice from the arboriculturist.

108.11 ALLOTMENTS

The Chairman invited Cllr D Cooke, Vice-Chairman, to take the lead on this discussion.  Cllr Cooke advised that he had measured the site and felt it could support 9/10 plots.  Ideally there should be an Allotment Association responsible for the running of the allotments.  Cllrs H Ferguson and T Regan agreed to arrange a meeting with interested people, currently 8 names are on the list, to ascertain their level of interest and commitment.  Initial costings for water supply, fencing etc would be required.  The Clerk would write a holding letter to Daventry and District Housing. 

109.11 CORRESPONDENCE

a) Beacon Hill Wind Farm Meteorological Mast Planning Application – The email from a Catesby councillor was circulated and it was agreed not to take any action.

b) Email from Mrs A Rushall re application for funding  - The Village Hall Management Committee are seeking funding from the County Councillor’s Empowerment Fund but the application has to be submitted via the Parish Council.  After discussion it was decided to approach the Village Hall Management Committee to ascertain how much they could contribute and this would be match funded by the Parish Council.  The expected cost of the redecoration of the porch and hallway is £800.  It was RESOLVED to support the application subject to clarification of the amount available from the Village Hall Management Committee.

110.11 PLANNING

a) DA/2011/0431 – 41 Bradbury Road –  Demolition of existing building and constructions of attached single storey self contained residential annexe (revised scheme). 

The response submitted was as follows;

“1. The Council does not support the application.

2. The Council wishes to place on record its support for and re-iterate the reasons given for refusal by the Planning Committee relating to the  original application.

3.    The Council considers that the development with a sewer running under the proposed building is not acceptable.

4.  The Council feels this look like a “granny annexe” which could be let or sold off separately, leading to problems with access and parking.

Should the application be allowed, the Parish Council requests “that the extension permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as 41 Bradbury Road, Newnham.” 

b) DA/2011/0162 and 0163 –  Ivy Lodge, Badby Road –  Listed Building Consent and Consent for demolition of existing two storey extension and replace with single storey extension – Applications refused. 

c) DA/2011/0282 – 39 Bradbury Road – Single storey external infill/lean to front extension linked to neighbour.  Two storey part side extension. Single storey lean to rear extension linked to neighbour – Application granted. 

111.11 HEALTH and SAFETY

a) Risk Assessments – Burial Ground – The Clerk advised that there was a wasps nest in the hedge  part way along the right hand  boundary.  It was agreed to leave it .

Churchyard and Play Area – No adverse comments to report.

112.11 HIGHWAY MATTERS

a) Grass Verge at Crossroads - The handyman will be asked to cut this back.

b) Flower Boxes – The handyman will be asked to plant these.

c) Shed roof – The handyman will be asked if he can repair this. 

113.11 NEIGHBOURHOOD WATCH

There was nothing to report.
